Public hearings 5, 6, and 7 form one large project, the Willowbrook Subdivision entitlement package. The applicant is seeking to:

  • Annex 32.97 acres into the City. Brings the parcel into Palm Bay’s jurisdiction for city services and oversight.
  • Amend the Future Land Use to Low Density Residential (LDR). Establishes up to 5 dwelling units per acre citywide standard for this site.
  • Rezone to RS‑3 Single‑Family Residential. Enables a 74‑lot single‑family neighborhood with 60‑ and 75‑foot‑wide lots (min. 120‑foot depth) using administrative variances. The concept shows a short two‑lane extension of St. Johns Heritage Parkway for primary access, a stabilized emergency access until a permanent connection exists, extension of city water and sewer, improvements to the east boundary drainage ditch tied to Waterstone, and a master stormwater system, plus small parks, trails/sidewalks, and a community mail kiosk.

This is a quasi‑judicial decision requiring evidence‑based review.

  • Award of bid for South Regional Water Treatment Plant Expansion Production Well ($1.04 million).
